Miguel Blancas is a practitioner, reformer, and trusted advisor with over a decade of experience leading innovation in local government. As the founder of Municipal Copilot, he brings a deep understanding of public service systems, frontline operations, and performance improvement—earned not from the sidelines, but from inside the arena.

Miguel has managed over $60 million in federal recovery funds, led emergency operations during the COVID-19 crisis, and directed the in-house transition of critical city programs. He’s held leadership roles spanning project management, Deputy Chief of Planning, public safety coordination, and community-based prevention, all within high-stakes municipal contexts.

Known for his structured thinking and people-first approach, Miguel combines project management discipline, Lean Six Sigma principles, and systems thinking to help agencies build smarter, more resilient operations. He has advised cross-functional teams, coached frontline supervisors, and built governance systems that outlast political cycles.

Miguel has served as a criminology professor and immigration and labor affairs officers with the Mexican Embassy. Today, he continues to guide local governments across the U.S. as they modernize operations, strengthen accountability, and improve public impact.

When he’s not consulting, Miguel is mentoring emerging leaders, writing about operational excellence in the public sector, or spending time with his family—his greatest motivation.
